Responsibilities:

  • Provide Front End Construction input to the Project FEED programme
  • Drive the “right to left” delivery model and ensuring all design has sufficient construction input • Ensuring Execution plan gate criteria readiness and demonstration of mitigation to execution risks
  • Review the Contractor’s Quality Assurance & Inspection plans.
  • Work with Sub-Contracts Manager on Contractor capability assessments prequalification procedure, development of tender lists and Tender submission reviews.
  • Undertakes Modularization studies and pre-assembly opportunities including appropriateness of Pre-assembly versus conventional build.
  • Assesses the required site establishment and laydown requirements, developing a specification and layout and input into estimating recoding the basis of assumptions. • Works with Planning to produce a resourced construction schedule to ensure release of design packages to ensure an efficient smoothly resourced build.
  • Develops scaffold and insulation requirements and ensure these are fully costed in estimate.
  • Complies with all applicable in country statutory, legal and specific Client requirements and is involved with the HSE Manager in the preparation of the main Construction Health and Safety plan
  • Ensures that all proposed site construction methods and procedures are safe and adequate in all respect.
  • Ensure that the company’s construction methods, procedures and practices are in all respects, particularly those relating to quality assurance, safety, personnel and industrial relations, properly complied with.
  • Ensures that the work, the commissioning of and handover of the plant is clear and agreed by the Client’s Representative(s)
  • Assesses Construction risks and construction logistics at every stage of design and inputs into HAZID and HAZCON studies from Vendors
  • Liaise with discipline groups and the Procurement Department in technical dealings with Vendors from initial enquiry stage through to full and final receipt of certified drawings and equipment delivery, This is to ensure equipment is specified to suit lifting and installation requirements and is delivered in a form that can be handled on site.
  • Work with Company SMEs to address transportation logistics and crane studies for key lifts.
  • Provide input to the Project Construction Manager in preparing the Client's monthly report.
  • The Senior Construction Engineer shall be conversant with the project control estimates and assist the Project Manager in controlling expenditure within the set limits. and/or Cost Engineer any divergences, errors, shortcomings, potential savings, overspending, etc.
  • Shall be fully aware of the technical and commercial obligations of the contract and ensure that they are understood and implemented in his area of responsibility.
  • Implementation of Company HSE Policy & Plan relating to the Project and in particular, Contractor compliance. Refer to Construction HSE Management plan.
  • Ensure safe, efficient and structured delivery of all construction activities in accordance with the Project schedule.
  • Ensure the mobilisation and de-mobilisation of resources to meet schedule requirements.
  • Ensure all personnel are competent and compliant to T&C matrix and possess the required qualifications / skills for the specific scope of work
  • Audit/review of construction process ensuring where applicable recommendations are implemented.
  • Ensure MOC (Management of Change) compliance and adherence throughout project lifecycle
  • Maintain Company inspection, monitoring & hold points
  • Ensure all works are carried out in accordance with the approved QAP/QIP & Contract Terms
  • Inspect works for technical compliance with drawings, specifications & scopes of work
  • Highlight deficiencies, initiate & close out non-conformance reports
  • Input to schedules as requested by the Construction Planner
  • Review of Contractor Schedules
  • Review & verification of Contractors’ progress report prior to update by the Construction Planner
  • Instigate Field Change Procedure as required

Requirements:

  • Strong management experience in the Engineering Construction Industry
  • Ability to communicate effectively with the Stakeholders involved in the Project both verbally & in writing
  • Methodical work ethic ensuring consistency in output
  • Capable of working independently
  • Fully conversant with Project Management Systems with extensive knowledge of Project Hook Up/Construction/Commissioning practices and procedures
  • Excellent communications skills
  • Attention to detail and high level of accuracy
  • Analytical and problem-solving skills
  • Demonstrable experience in similar role or senior position in Construction Management
  • Extensive knowledge of the construction process, its implementation and management on refining and petrochemical projects preferably in the GCC region
  • Ability to deliver training to personnel within the construction team – commitment to develop team members
  • Delivery focused and committed to achievement of project/company goals
  • A strong communication, networking, collaboration and well-developed team-working skills, especially in multi-discipline and multi-cultural teams
  • A full knowledge of project specific execution strategies, and the ability to develop them to meet challenging project objectives and deliverables
  • An ‘Incident Free’ mind-set, and be a role model for their project team (Direct/Indirect hires)
  • A proven HSSE leadership in managing and delivering large complex onshore projects
  • A full understanding of how all elements of the project scope integrate and interface with each other and are managed to successfully deliver the right project outcome - from construction, and through to commissioning and handover to operations
  • Demonstrate excellent teamwork skills, being able to work with the various sub-teams to resolve issues and reach decisions that are in the best interests of the integrated project team
