We are looking for FM Manager to lead the establishment and initial mobilization of a new captive Facilities Management company/function serving the Group's own real-estate developments. The role will build the FM operating platform from zero and prepare projects for efficient transition from construction into live operation.
Key Responsibilities
· Develop and manage the FM company establishment and mobilization plan.
· Support company licensing/registration and coordinate required inputs with corporate functions and advisers.
· Define the FM organization structure, manpower plan, roles and initial operating budget.
· Define self-performed services and specialist outsourced/AMC services.
· Prepare FM policies, SOPs, PPM standards, emergency procedures, SLAs, KPIs and reporting.
· Lead CAFM/CMMS requirements, selection/implementation coordination, asset-register structure and asset tagging.
· Establish requirements for tools, test equipment, vehicles, workshops, consumables, critical spares and stores.
· Develop the specialist contractor/vendor database and support technical/commercial evaluation of FM service
providers.
· Participate in project/design and pre-handover reviews from an FM maintainability and lifecycle perspective.
· Define handover requirements for O&M; manuals, warranties, training, commissioning records, statutory
· documents and spare parts.
· Prepare and lead building-specific FM mobilization and takeover plans before handover.
· Support recruitment and onboarding of the permanent FM operations team.
· Establish DLP defect tracking and coordination with project teams and contractors after handover.
Qualification
· 10-15+ years of Facilities Management / building operations experience; UAE experience strongly preferred.
· Proven experience in FM mobilization, new-building takeover or establishing an FM operation from the ground
· up.
· Strong hard-services / MEP and building-operations background.
· Practical experience with CAFM/CMMS, asset registers, PPM, SLAs/KPIs and service-provider management.
· Experience with high-rise residential, hospitality, mixed-use or commercial developments preferred.
· Good commercial awareness covering budgets, AMCs, procurement, manpower planning and lifecycle cost.
· Strong coordination, leadership and communication skills across projects, contractors, technicians, labor teams
· and corporate functions.
· Engineering degree or relevant technical qualification preferred; recognized FM credentials are an advantage.
