About The Role:

The Head of Business Development, GCC leads regional new-business generation across the GCC, working in close partnership with the GCC Commercial Director to set commercial priorities and with in-market BD leads to execute against them. Based in Dubai, this role owns the cross-market pipeline, coordinates multi-country deal pursuits, and drives the expansion of Dsquares' merchant and partner network across the region, with particular focus on the UAE and coordination with the KSA business development organization.

Key Duties & Responsibilities:

• Own and drive the GCC-wide new-business pipeline, from lead generation through contract close, against defined regional revenue and growth targets.

• Lead UAE market origination directly while coordinating pipeline and account strategy with in-market BD leads across KSA, Bahrain, Kuwait, Oman, and Qatar.

• Build and execute a regional merchant network partnership strategy, identifying and closing gaps in merchant acquisition and coverage across priority GCC markets.

• Originate and manage relationships with regional and multi-market banks, telecom operators, retailers, and enterprise partners.

• Structure and negotiate commercial and partnership agreements, including JV, licensing, and merchant onboarding structures, across multiple jurisdictions.

• Represent Dsquares in regional market-facing engagements, RFPs, and strategic pitches, articulating the value of the loyalty/rewards platform and product suite (C-Cubed, DVote, gamification, OCR receipt scanning).

• Build and maintain a robust regional prospect and account database, using structured outreach and CRM discipline to track pipeline health across markets.

• Track region-specific regulatory, cultural, and strategic considerations (including KSA Vision 2030 and equivalent national agendas elsewhere in the GCC) that shape partnership opportunities.

• Coordinate with product, delivery, and marketing teams to ensure smooth handover of won deals and consistent messaging across markets.

• Manage, coach, and develop a distributed team of market-based BD leads, setting individual and market-level targets.

• Provide regular pipeline, forecast, and market-intelligence reporting to the GCC Commercial Director and leadership team, flagging cross-market synergies and risks.

• 10+ years of progressive business development, commercial, or partnerships experience, with a track record of new-logo acquisition and revenue growth across multiple GCC markets.

• Experience in loyalty, rewards, fintech, telecom, retail technology, or related B2B technology/platform businesses preferred.

• Demonstrated ability to build and close a merchant or partner network across more than one GCC market.

• Strong deal-structuring and negotiation skills, comfortable leading commercial and, where needed, JV discussions across jurisdictions.

• Existing network across UAE and broader GCC banking, telecom, retail, or government-aligned sectors is a strong advantage.

• Comfortable managing a distributed, multi-market team and coordinating priorities across in-country BD leads.

• Fluent in English and Arabic (written and spoken); French is a plus.

• Bachelor's degree required; MBA or equivalent commercial/business qualification preferred.

• Based in or willing to relocate to Dubai, with regular travel across the GCC.
