Key Responsibilities
Infrastructure Maintenance & Inspection
- Conduct routine inspections of roads, streets, sidewalks, cycle tracks, parking areas, service roads, and public realm assets.
- Identify defects such as pavement failures, settlement, potholes, cracked kerbs, damaged interlocks, uneven surfaces, and trip hazards.
- Monitor condition of all community infrastructure and prepare maintenance reports.
- Coordinate corrective and preventive maintenance works for civil and infrastructure assets.
- Maintain an infrastructure asset register and track recurring issues.
Roads & Pavements
- Supervise repairs of asphalt roads, speed humps, road markings, kerbstones, and traffic management elements.
- Monitor roadway settlements, surface distress, and utility reinstatement works.
- Ensure all road reinstatement works are completed as per approved standards and specifications.
- Inspect contractor works for quality, workmanship, and compliance.
Drainage & Stormwater Systems
- Inspect stormwater drainage networks, catch basins, manholes, gully pots, slot drains, channels, and culverts.
- Ensure routine cleaning and desilting programs are implemented.
- Monitor drainage performance during and after rainfall events.
- Identify flooding risks, blockages, ponding areas, and defective drainage assets.
- Coordinate emergency response actions for flooding and drainage-related incidents.
- Review contractor reports and verify completion of drainage maintenance activities.
Public Realm & Community Assets
- Supervise maintenance of walkways, plazas, landscaped hardscape areas, retaining walls, boundary walls, and public amenities.
- Monitor condition of interlock paving, decorative concrete, bollards, benches, fencing, and street furniture.
- Ensure all community areas remain safe, clean, and visually presentable.
- Coordinate civil works related to parks, recreational facilities, lagoons, and waterfront public areas.
Utility Corridors & Civil Structures
- Monitor utility corridors, underground service routes, and access chambers.
- Inspect manholes, valve chambers, service trenches, and utility crossings.
- Coordinate with utility providers and contractors for civil-related repairs and reinstatement.
- Ensure no unauthorized excavation or construction activities affect community infrastructure.
Contractor Management
- Supervise civil maintenance contractors on site.
- Review contractor manpower, equipment, materials, and work methodologies.
- Verify completed works and certify satisfactory execution.
- Monitor contractor performance against KPIs and service level agreements.
- Ensure work permits, risk assessments, and method statements are in place before commencement.
Health, Safety & Compliance
- Enforce health, safety, and environmental requirements.
- Ensure proper traffic management and pedestrian safety during maintenance activities.
- Conduct site safety inspections and report unsafe conditions.
- Ensure compliance with local authority requirements and community standards.
Emergency Response
- Respond to infrastructure emergencies including:
- Road collapses
- Flooding incidents
- Drainage failures
- Utility-related surface defects
- Hazardous ground settlements
- Public safety concerns
- Coordinate contractors and emergency teams to restore normal operations.
Reporting & Documentation
- Prepare daily, weekly, and monthly inspection reports.
- Maintain records of defects, work orders, contractor activities, and completed repairs.
- Track infrastructure defects and follow through to closure.
- Provide technical feedback and recommendations for asset improvement programs.
- Assist in budgeting and planning future infrastructure maintenance projects.
